Yes, but Not up to Pena Palace or the Moorish Castle
Yes, you can drive to Sintra, but not up to Pena Palace or the Moorish Castle. Private cars have been banned from the access roads since December 2019, and the historic centre is gated and limited to residents. Park at the free Lourel park-and-ride on the edge of town (around 540 spaces, toilets, tourist information), then take bus 434/435, a taxi or an Uber or Bolt up the hill. For most day-trippers from Lisbon, the train is simpler and cheaper. A car only pays off for the coast (Cabo da Roca, Praia Grande, Azenhas do Mar), Capuchos and Peninha, families of four or more, or overnight stays. If the coast is the reason you wanted a car, the Sintra, Pena, Cascais and Cabo day tour with tickets covers Pena, Cabo da Roca and Cascais in one day from Lisbon for $76, and is rated 4.9/5 from 1,957 reviews.
Sintra's palaces sit on a forested granite ridge reached by narrow, twisting roads that were never meant for 21st-century traffic. With around 3 million visitors a year to the Parques de Sintra monuments, something had to give. In 2019, Sintra closed the road up to Pena to private cars. In 2023, it gated the historic centre. And in July 2026, it pushed tour coaches out of town and limited where Uber and Bolt can stop.
None of this means you shouldn't bring a car. You just need to know where to leave it, and for most visitors that means the free car park at Lourel.
Can You Drive to Pena Palace?
No. Parques de Sintra states that private traffic "is not permitted on the access roads" to Pena and the Moorish Castle, and that access to Pena from the historic centre "is not possible by private car."
Who can drive up the Calçada da Pena
The Calçada da Pena is the main access road. These are the only vehicles allowed on it:
- Residents
- Taxis
- Ride-hail cars (Uber, Bolt) at authorised stops
- Public buses (434, 435)
- Licensed tourist-transport operators (tour minivans, tuk-tuks, jeeps)
- Cars displaying an EU disabled parking card with the holder on board
- Emergency and security vehicles
There's no visitor parking at Pena or the Moorish Castle. The only exception is two disabled spaces at Pena's main entrance. More on step-free access in our Sintra accessibility guide.
Satnav warning: don't set your destination to "Pena Palace". Your satnav will try to send you up the Calçada da Pena or into gated streets. Set it to the Lourel car park (Avenida da Aviação Portuguesa) or Portela de Sintra instead.
Other Sintra Experiences You Might Enjoy
Drivers who park at Lourel often add a timed Pena Palace ticket, a tuk-tuk up to the Moorish Castle, a guided visit to Quinta da Regaleira, or a tour along the coast to Cabo da Roca, Azenhas do Mar and Cascais. Browse the live options below.
Sintra's Traffic Rules in 2026, in Plain English
| Rule | Since | What it means for drivers |
|---|---|---|
| Pena and Moorish Castle roads closed to private cars | December 2019 | Park below and take the bus, a taxi, Uber or a tuk-tuk |
| Estrada dos Capuchos one-way (west to east, to the Chalet) | December 2019 | Follow the signs; satnavs sometimes get this wrong |
| Historic centre gated, residents only | July 2023 | Electronic barriers; hotel guests use the intercom |
| Coaches moved out of town; Uber/Bolt only at marked points | 8 July 2026 | Expect busier buses and control points. Taxis are exempt. |
| Regaleira drop-off only on the Volta do Duche | 8 July 2026 | No dropping passengers at the gate |
Is the July 2026 plan still in force?
The "Viver e Visitar a Vila de Sintra" plan was announced to run until 8 September 2026, possibly extended. The council's page was still live in October 2026, with no end date and no reported suspension.
Tour-coach operators also filed a court challenge, admitted on 29 July 2026, with no outcome published by late October. That case concerns coaches only. The Pena car ban and the residents-only centre are older, separate rules and aren't affected. Check cm-sintra.pt before travelling.
Staying at a hotel in the historic centre?
Vehicles heading to hotels and guesthouses may pass the barriers, but can only stay if the hotel has assigned parking spaces. Use the intercom at the gate, and ask your hotel in advance how it works and whether parking is available.
Where to Park in Sintra
| Car park | Cost | Best for | Good to know |
|---|---|---|---|
| Lourel park-and-ride, our pick | Free | Almost everyone | Around 540 spaces, run by EMES. Public toilets, tourist information and a Parques de Sintra ticket point. Buses 434 and 435 depart from the car park, and the new 434 A shuttle runs to the centre and station every 15 minutes. Check the closing time if you're returning late. |
| Portela de Sintra (by the CP station) | Paid car park: €0.30 for the first 15 min, then €0.25 per 15 min, €1.80 daily maximum. EMES also lists a free car park at Portela (Estação Norte). | Long days; combining with the train | EMES car parks by Portela station. Carris Metropolitana buses run into town. There have been theft reports in the past, so leave nothing visible. Closed to motorhomes since July 2026. |
| Town meters (Zone 3) | €0.40 for 15 min, €0.90 an hour, €4.65 for 4 hours, €14 a day; 08:00–20:00 daily | Short stops only | Volta do Duche, Av. Miguel Bombarda and the edges of the centre. EMES announced the first 15 minutes free from 1 October 2026, so check the meter. Spaces are scarce and fill early. |

| Quinta da Regaleira | None | None | No parking. Drop-off is on the Volta do Duche. |
| Monserrate | None | None | After the January 2026 storms, access was on foot with no private parking. Check current access before driving there. |

Our recommendation
Drive to Lourel, park free, take bus 434 to the Moorish Castle and Pena, and walk or take an Uber back down. If you're a group of three or more, a taxi or Uber from Lourel up the hill can be quicker and cheaper than four bus tickets. How the one-way loop, the queues and the tickets work is in our bus 434 guide, and taxis, Uber and tuk-tuks are compared in our guide to getting around Sintra.
Driving from Lisbon to Sintra
Routes
| Route | Tolls | Notes |
|---|---|---|
| IC19 | Free | The direct route; heavily congested at weekday rush hours |
| A16 (via the CREL/A9) | Small tolls at traditional toll booths | A quieter bypass to the IC19. Pay by card or cash, or with a Via Verde tag |
| A5 + EN9 (via Cascais) | A5 tolls | Useful if you're combining Sintra with Cascais and the coast |
Journey time: roughly 30–45 minutes off-peak. Weekday mornings (into Lisbon) and evenings (out of Lisbon) on the IC19 can double that.
Rental car tips
- Choose the smallest practical car. Sintra's hill roads are narrow and the town streets are cobbled.
- Ask about a toll transponder (Via Verde) and whether tolls are billed to you.
- Get full insurance. Scrapes on tight roads are common.
- Leave nothing visible. Thefts from cars at palace and beach car parks are a known problem, as GNR police data and 2026 arrests at the Cabo da Roca car parks confirm.
When Is a Car Actually Worth It?
| A car makes sense if you… | Skip the car if you… |
|---|---|
| Want Cabo da Roca, Azenhas do Mar, Praia Grande or the Colares wine villages | Are only visiting Pena, Regaleira and the town |
| Want to see Capuchos or Peninha (poorly served by buses) | Are a solo traveller or a couple |
| Are a family of four or more with kids' gear | Hate parking stress or narrow roads |
| Are staying overnight in or near Sintra | Are travelling on a summer weekend |
| Are combining Sintra and Cascais along the coast road | Would rather someone else handled everything |
Cost comparison (rough guide)
| Option | Solo / couple | Family of 4 | Group wanting the coast |
|---|---|---|---|
| Train + bus 434 | € (best value) | €€ (no family bus ticket) | Hard to reach the coast |
| Car + Lourel + bus/taxi | €€ | €€ (often best) | €€ (best) |
| Uber both ways | €€€ | €€ | €€€ |
| Small-group or private tour | €€–€€€ | €€€ | €€€ (private) |
For a small group, Inside Lisbon's small-group Sintra, Cascais and Pena Palace tour is $55 per person with Pena admission (4.8/5 from 3,242 reviews). For a private car and driver, Mon Ami Tours' full-day private Sintra and Cascais tour is $360 for up to two people. Driving beyond Sintra: the Coast
This is where a car helps most.
Cabo da Roca
A redesign of parking and traffic at the cape is underway, and EMES now lists Cabo da Roca as one of its parking zones (Zone 6), so expect paid parking and check the signs on arrival. Arrive early in summer, as spaces fill up. Don't leave valuables in the car: there were arrests for car break-ins here in May 2026. Our Sintra, Cascais and Cabo da Roca guide covers the stop itself.
Praia Grande and Praia das Maçãs
Paid parking all year round since 1 October 2026 (previously summer only), with the first 15 minutes free. EMES also lists a free car park at Praia Grande, on Avenida Alfredo Coelho. There was strong local opposition to the year-round tariff, so it may be revised.
Azenhas do Mar and Colares
Small roadside parking only, and tight village streets. Go early or late, and be prepared to walk a little.
Capuchos and Peninha
Reached by car via Colares and the hill roads. Check that the Capuchos Convent is open: it closed for long periods after the 2026 storms, and it closes on fire-risk days.
Cascais
Municipal car parks run by Cascais Próxima, with daily maximums that range from cheap (Marechal Carmona) to pricey (the centre).
Prefer the coast without the car? The Sintra, Pena, Regaleira, Cabo da Roca and Cascais day tour starts at $27 (4.7/5 from 24,816 reviews), and every combination tour is compared in Sintra, Cascais and Cabo da Roca in one day.
Campervans and Motorhomes in Sintra
- Use the reserved motorhome bays at Lourel (by day).
- No overnight parking in EMES car parks between 22:00 and 07:00.
- Portela de Sintra car parks are closed to motorhomes since 8 July 2026.
Fines, Closures and Other Things to Know
- Fines: Sintra hasn't published a specific fine schedule. Under Portugal's national Highway Code, illegal parking typically costs tens to a few hundred euros, and illegally parked cars can be towed. EMES reminds drivers that even its free car parks follow the Highway Code, so parking outside the marked bays is an offence.
- Enforcement: control points staffed by the GNR police, Municipal Police and EMES operate around the centre. Don't try to follow a tour minivan up the hill.
- Event closures: races and festivals close roads. The Sintra Trail Cruz Alta, held at the start of November, closes the town and the Pena road for much of a morning, so check the council's notices for race dates.
- Fire risk and storms: hill roads and monuments can close at short notice (June–September for fire, winter for storms). Check the parquesdesintra.pt notices and use Waze or Google Maps for live closures, as the council recommends.
- EV charging: check the national Mobi.E charging map before you go.
Rather Not Deal with Parking?
Ratings and review counts as shown on GetYourGuide in October 2026.
- Door to the Pena gate: Inside Lisbon's small-group Sintra tour, $55 with Pena included and 4.8/5 from 3,242 reviews.
- Your own driver-guide: Mon Ami Tours' private Sintra and Cascais day, 8 hours with hotel pickup, rated 5.0/5 from 182 reviews. Every private option is compared in our private Sintra tour guide.
- The coast without the car: the Sintra, Pena, Cascais and Cabo day tour with tickets ($76) or Odyssey Tours' Sintra, Pena, Regaleira and Cascais day ($27, 4.8/5 from 12,466 reviews), which adds Guincho beach.
- Or take the train: Lisbon to Sintra by train.
Sintra's traffic rules, parking tariffs and coastal parking changed several times in 2026, and some measures face a court challenge. We last checked everything in October 2026, so check cm-sintra.pt and emes.pt before you drive.
